Access & Bloom may update these terms at any time, and continued use of the website means you accept any changes.

Advocacy Services

Access & Bloom provides non-attorney special education advocacy, educational consulting, and family support. Services are provided virtually unless otherwise agreed in writing. The specific scope, fees, and terms of any engagement are set out in a written client agreement, which governs if it differs from anything on this website.

Advocacy outcomes depend on many factors outside Access & Bloom's control, including school and district decisions. Access & Bloom cannot guarantee any particular result, eligibility decision, service, or placement.

Not Legal Advice

Access & Bloom is not a law firm and does not provide legal advice or legal representation. Chelsea Venegas is not an attorney. Nothing on this website or in any service creates an attorney-client relationship. Families who need legal advice, including advice about due process, state complaints, or litigation, should consult a licensed attorney in their state.

Scheduling, Payment, and Cancellation

Appointments are scheduled through the booking link on this website. Flat-fee services and prepaid advocacy packages are paid in advance. Hourly services are billed in six-minute increments and are due upon receipt of invoice.

Prepaid advocacy hours are valid for 12 months from purchase. Unused hours are handled according to your client agreement.

To cancel or reschedule, please provide at least 48 hours' notice. Appointments cancelled with less notice, or missed without notice, may be charged half the hourly rate. Access & Bloom will make every effort to accommodate emergencies.

Limitation of Liability

To the fullest extent permitted by law, Access & Bloom and Chelsea Venegas are not liable for any indirect, incidental, or consequential damages arising from use of this website or advocacy services. Total liability for any claim related to services will not exceed the fees paid for the specific service giving rise to the claim. These terms are governed by the laws of the State of Oregon.
