What eligibility means
Eligibility is a team decision about whether a student has a qualifying disability and needs specialized instruction because of it. A student can have a diagnosis and still be found ineligible, or qualify under a category parents did not expect. Understanding the reasoning matters more than the label.
If the school declines to evaluate
A refusal should be documented. You can ask for Prior Written Notice explaining the decision and the data behind it, then decide whether to submit additional information or pursue other options. We work through that response together.

What is an Independent Educational Evaluation?
